Searches 17 no-key states for KYB, PayFac onboarding, merchant underwriting, vendor diligence, and compliance-agent evidence packs. Supports entity names, state filters, maxResults, and fetchDetails for registered agent/address where the source exposes it. CA is keyed/bulk-only and intentionally returns a warnin
